Mr. Michael Lay

Michael J. Lay  was admitted to the Maryland Bar on October 20, 1981, and has been practicing law continuously since then.  He joined, his partner, James W. Motsay, to form the Law Offices of Motsay and Lay on January 1, 1984.  The offices first opened on Maryland Avenue and later moved to its present location at the intersection of Calvert and 25th Streets, in 1986.

Mr. Lay graduated from the University of Baltimore Law School in 1981 and completed his undergraduate  Bachelor of Arts Degree at the University of Maryland for Baltimore County majoring in Political Science.  During a clinical internship while at the University of Baltimore Law School, he prosecuted cases with the Baltimore City Office of the State’s Attorney.

Mr. Lay began his  career as an attorney with the law offices of Steinberg, Schlachman, Potler, Belsky and Weiner, where he served as attorney for the local United Auto Workers Union members and their families in their legal plan.  Mr. Lay provided his clients a general practice of law including:  family law, property law, contract law, wills and estates, criminal law, administrative law and motor vehicle matters.  He had served as a law clerk for a senior partner of the firm for nearly two years before completing his law education, and then conducted a trial practice for another two years before forming the present law offices.  Mr. Lay has litigated cases in nearly every court throughout the State of Maryland, and managed offices in Baltimore City, Baltimore County and Harford County. 

The Law Office of Motsay and Lay has maintained a strong tradition of personalized legal representation, that in Mr. Lay’s opinion, accounts for the growth of our clientele generally by referrals and repeat legal services.  Mr. Lay prides himself on the firm’s philosophy of providing high-quality individual service to its clients, resulting in a satisfaction that motivates people to refer their friends and families to our legal care. “We have built this firm by one satisfied client at a time.”  Our firm offers a general practice of law to afford our clients complete representation for all their future legal needs.  Mr. Lay conducts a wide-ranging practice today serving his clients largely in Baltimore City, Anne Arundel County and Baltimore County, and many times in points beyond.  He has been called upon by his clients to represent them on the Eastern Shore, in Ocean City, Harford and Cecil Counties to the north,  or even as far west as Garrett County.

A lifelong resident of Maryland, growing up in Baltimore City, Mr. Lay now resides in Anne Arundel County with his wife and four children. He enjoys spending leisure time with his wife and family, and he coaches and plays soccer.
